Purpose
To support the Bids and Proposals Team and Sales Team with technical expertise in responding to client ITTs and Other Client enquiries. The Proposal Engineer can also be requested to support the execution of project engineering work as necessary and should meet all required criteria including the following :-
• Individual contributor who works under limited supervision.
• Manages and navigates ambiguous projects with minimal support from more experienced engineers.
• Considered an experienced professional with adequate understanding of one's own job area.
• Can provide solutions to a variety of technical problems of moderate scope/complexity.
Functions
The list of job duties is not exclusive or exhaustive and the post holder will be required to undertake tasks that may reasonably be expected within the scope of the post.
ESSENTIAL
• Based on the ITT information, create bid designs for umbilical's and terminations that meet functionality, quality, delivery and budget requirements.
• Review and understand the technical specifications and commercial terms and conditions (Ts & Cs) provided by clients.
• Produce bid designs which meet the Sales Strategy.
• Prepare all engineering documentation required for the proposal including exceptions and clarifications, calculations and specifications, technical process documentation as well as design review, validation or verification documentation.
• Identify where a proposal is likely to require additional analysis resources and work with Analysis Manager to coordinate this work.
• Incorporate relevant information from Process Engineering, Manufacturing & Project Engineering into bid designs; work with those groups when a new or modified process is required to meet the bid.
• Liaise closely with the client regarding design, analysis and documentation. Also, in conjunction with Sales engage in close communication with clients to fully understand their requirements and any technical leverage that Oceaneering Umbilical Solutions can bring to the bid, solely or in partnership with other Subsea business areas e.g. Subsea Field Development.
• Proactively participate in the Sales Handover Meetings following contract award and support the Project Engineer to convert the conceptual designs into detailed designs.
• Use CI techniques to eliminate waste in bids and proposals processes.

• Identify opportunities for improvement of Oceaneering's products and/or processes.
• Support the execution of Product and/or Process Improvement Projects, as necessary.
• Support/Mentor/Coach team members as necessary and appropriate.
• Participate in HSE Awareness - Observation Cards, HSE Safety Suggestions.
• Effectively use all systems related platforms to manage the fundamentals of the role.
• Provide meaningful data to the business leaders to drive improvement and align with the strategic direction.
• Support the customer satisfaction and loyalty processes.
• Support the organization's drive towards excellence in Health and Safety performance.
• Support includes but is not limited to conducting Stop observations and attending HSE related meetings
• Consistently display required levels of engagement and a positive can-do attitude while consistently supporting Oceaneering culture of Safety, Quality, ongoing learning and continual improvement.

REQUIRED
• An undergraduate college or university degree in an engineering discipline is required.
• A strong candidate with a non-degree qualification may be considered for this position providing they can demonstrate relevant experience in a similar role.
• +3/4 years as either a Project Engineer or Proposals Engineer in an engineering organisation.
DESIRED
• Electrical engineering discipline is preferred.
• Experience working in the Oil & Gas or related industry is desirable. Subsea or Offshore Engineering experience is highly desirable.
• Lean / Six-Sigma experience will be a considerable advantage - ability to demonstrate application of improvement techniques and successful results will be required. Design for Six-Sigma (DfSS) will also be considered.
• Previous experience in a cables, umbilical's or flexible risers manufacturing environment.
